Numbering the pages of a PDF adds a figure at the foot of each one. It is a frequent requirement in official, academic and legal paperwork, where being able to say "see page twelve" without ambiguity is part of the procedure.
The need usually arises after the fact, not before. A document is produced without numbering, or assembled by merging several files, and in the process loses whatever coherent numbering it had. Going back to the original program to redo it is not always possible, especially when what you have is a scan.
